Florida Municipality Seeks up to 250,000 ST of Low, High Sulfur Coal

November 15, 2017 - Florida's Lakeland Electric is seeking up to 250,000 st of high and low-sulfur coal for its 365-MW CD McIntosh power plant, it said Tuesday.
Lakeland will consider offers of up to 150,000 st of low sulfur blending coal for 2018, with an option for 2019, and up to 100,000 st of mid-to-high sulfur coal.
The coal should be delivered to McIntosh by rail, barge or vessel, it said.
Proposals are due Friday. Specifications include guaranteed minimum to maximum 11,300-13,500 Btu/lb heat, 4%-12% moisture, and 0.6%-3% sulfur, according to the solicitation.
Pricing should be made FOB railcar, barge or terminal, and should be guaranteed as valid and binding on price and terms for 45 days.
In the past, Lakeland has used higher-priced "blending coal" from Colombia, but in 2016 signed a one-year deal with Knoxville, Tennessee-based Kopper Glo Mining.
Following a fall 2016 solicitation, the utility also signed a three-year deal with Illinois Basin producer Foresight Energy for 1.4 million st of higher sulfur coal.
Through August, the plant has taken delivery of 394,748 st of coal from Foresight's Sugar Camp and Kopper Glo's Double Mountain and Ben's Branch mines in Tennessee, according to US Energy Information Administration data.
