House to Vote on Resolutions Expanding Potential for Coal Development

 

 

July 19, 2025 - The House will vote next week on three resolutions aimed at reversing Biden-era curbs on coal production in three western states.


H.J. Res. 104, 105 and 106 all provide for congressional disapproval of decisions adopted by the Bureau of Land Management in the waning days of the Biden administration; decisions that barred the development of coal on tens of thousands of acres in Montana, North Dakota and the central Yukon region of Alaska.


The resolutions would presumably restart those activities in line with the Trump administration’s broader energy policies.


House Majority Leader Steve Scalise, R-La., noted on Friday that the chamber will vote on the PERMIT Act, officially known as the Promoting Efficient Review for Modern Infrastructure Today Act, next week.


H.R. 3898, sponsored by Rep. Mike Collins, R-Ga., aims to “streamline the Clean Water Act permitting process, reduce regulatory burdens, and provide greater certainty for permit seekers and agencies,” a release from Scalise’s office said. 


The bill advanced from the House Transportation and Infrastructure Committee in June.


On a related note, the House is also expected to vote on the Wabeno Economic Development Act, a bill that would require the National Forest Service to convey approximately 14 acres of federal land in the Chequamegon-Nicolet National Forest in Wisconsin to Tony’s Wabeno Redi-Mix, LLC.


The conveyance is intended to support the cement company’s operations and promote economic growth in the Wabeno, Wisconsin, area. 


The bill also includes provisions for a comprehensive review of federal permitting processes for developing stone, sand and gravel on federal lands.
